How does an ordinary citizen get a proposition on the ballot?

Curious to see if a "real" citizen has a prayer of a chance to get some measure to be voted on to the public... Does it just take a million signatures or so? Or, if it's anti-gov't spending, will it be axed by those whose agenda it threatens?
