Why won't Conservatives accept Mitt Romney is the strongest candidate and support him?

he's not a very strong candidate (not physically, mentally) he just dosen't seem like the best option to most conservatives right now. i mean he did do the first form of obama care, thats not something a conservaitve should be known for
