Can Texas Governor Rick Perry overtake Mitt Romney as the frontruner?

Rick Perry is exploring the run for President because he knows he can no longer win in Texas for Governor. What does that say about him as a Presidential candidate, it says to me that Republicans would rather run a Governor who is now hated in his own state than let a Non-White Democrat remain as President.
